BW BLADES

MISSION STATEMENT  

The mission of the BW Blades hockey program is to provide young hockey players in Wahpeton, ND, Breckenridge, MN, and surrounding communities the chance to participate in a positive, well-organized and competitive hockey league. The BW Blades support system, from coaches and administration to the parents, is designed to instill a sense of responsibility, discipline and respect for each other and the game of hockey. Essential to this process is to learn and develop the physical skills fundamental to the game and to develop respect for the rules, regulations, and officials in a fun and supportive system.

 

 

PLAYER CONDUCT AND REGULATIONS

 

  1. Is governed by the playing rules of the North Dakota Amateur Hockey Association. 

  2. There will be no use or possession of tobacco, alcohol or drugs by any Hockey player.  Penalties are enforced per your public School system. 

  3. SCHOLASTIC ELIGIBILITY is as follows:  As per North Dakota/Minnesota High School Activities Association, students in grades 9-12 must be doing passing work in at least 20 hours per week (four classes).  Students in grades 7 & 8 must be passing in ¾ of his/her academic subjects.  A 7th or 8th grade student playing on a high school team must be passing all subjects.

  4. Players will personally contact team manager or coach if they are going to miss a practice or a game.  Unexcused absences will result in a one period suspension from the next scheduled game.   

  5. Swearing during a practice will result in extra drills or work for individuals violating this regulation.

  6. Swearing, using foul language, or being disrespectful during a game or practice will result in disciplinary action. 

  7. Fighting during practice or during a game will result in disciplinary action.

  8. Parents that have problems or questions about a coach will direct those problems and questions to the team manager or the Grievance Committee and not the coaches themselves. 

  9. Players will wear full equipment at every practice unless otherwise notified. 

  10. When the whistle is blown during practice, play stops immediately and attention is directed toward the coach.  Players do not take “one more shot” as this wastes time for the entire team. 

  11. The coaches do all of the coaching.  Players discuss with but they never argue with the coach. 

  12.  Players are to leave the ice immediately after practice, change quickly and remove all their equipment from the team room. 

  13. The team room is for the use of the team on the ice.  All others are to keep out.  

  14. The locker rooms are to be left clean. 

  15. Stealing will not be tolerated.  Stealing will result in suspension from the team.

  16. Players will at all times demonstrate good sportsmanship, win or lose. 

  17.  Action for these offenses will be regulated according to the guidelines established by the North Dakota Amateur Hockey Association, and/or the B/W Blades. 

  18. These are minimum requirements.  Individual coaches may wish to enforce stricter rules of conduct.

FEE & FUNDRAISING PAST DUE POLICY

 

            It is the policy of the B/W Blades that if fees are not paid and/or proceeds of fundraisers are not submitted on the due date of a collection date, the following steps will be taken: 

v      The Chairperson of each fundraiser will contact the Billing Administrator concerning the collection of proceeds and delinquent account, ASAP following the due date. 

v      The Billing Administrator will determine which accounts are actually delinquent and a list will be prepared of these accounts which will be reported to the Board. 

v      The BW Blades Board, upon notification of the delinquency, will be responsible for contacting the appropriate parent(s) or guardian(s).

v      The party who is in default will be given 2 weeks to cure the deficiency. 

v      Coaches will be notified that players will not be allowed to skate until such time as all amounts are received.

Dear Parent or Guardian:

The BW Blades Hockey Association offers opportunities to replace or reduce hockey fees for qualifying families.

How to apply: Please fill out the application on the other side of this form:

The application must have the names of all household members, the amount of income each household member now earns and the signature of parent/guardian of the enrolled hockey player.  

An application which is not complete cannot be approved. A new application must be completed each year.

Availability of Benefits:
You must apply for assistance during hockey registration or if one of the following centennial events occurs during the hockey season:

1.                  There is a change in the household income.

2.                  The parent/guardian becomes unemployed during the hockey season.   

Funding amounts will vary based on available funds, number of applicants and applicant needs. You will be notified when the application has been acted upon.  

Fundraising: All applicants are required to participate within the guidelines of the BW Blades fundraising program.

Verification: All applications will be reviewed by the Finance Committee and brought forward to the BW Blades Hockey Board for final approval.

It is the caller's &/or email's responsibility to notify the team families & coaches of any changes, additions or corrections during the year.  You are the all important link in getting this information to your team families.

 

Caller's term runs from Nov. 1 thru Nov. 1. 

CONCESSION STAND

The B/W Blades Board agreed that the policy for working in the concession stand will be as follows:

If you are scheduled to work according to the schedule the committee sets up and you don’t show up, you will be charged $25.00.  If you get someone else to work for you during your scheduled time and that person does not show up, you are still responsible!

The concession stand is strictly volunteer help (Parent(s) or Guardian(s)).  In order to have the stand open, scheduling will be done to cover every game and tournament.  Names are selected from every level for coverage.  Your scheduled work date and time will be mailed to you.  Also it will be posted upstairs and downstairs.  Please check the bulletin boards periodically

You will be responsible for finding your own replacement.  If your scheduled time will not work for you, we ask that the replacement be someone within the organization.  Please, it is very important not to leave your shift short-handed.  For those of you that have not worked in the concession stand before, and would like a little tour, please call one of the individuals on the Concession Stand Committee, and they will be glad to show you around.   

Remember this concession stand is a courtesy to outside teams, family and friends visiting for the day.  Let’s make them welcome to our community and our Sports Arena. 

Please make every effort to help, when you are notified.

 

 

SCHEDULING GUIDELINES

GENERAL

These are suggested guidelines, some deviations may be necessary to facilitate games, special events, cancellations, postponements, and etc.

Try to fix practice times at a set time for each age level for the entire year. 

Morning practices will be completed by 7:00am - 7:15 am

Earliest afternoon practice will be at 3:45pm

During the early part of the season, prior to games being played, games will be replaced with practices for Squirts through High School. 

Attempt to schedule 1 weekend per month without games or practices. 

Try to leave Sundays open.  Practice and game requirements may prohibit this. 

Non-league home games that are canceled will not be rescheduled.  Away games canceled can be rescheduled if the other team wants.  We will do this to maintain relationships.  Canceled league games will be rescheduled if necessary to meet state requirements.  Any canceled home games will be replaced with a practice for the teams affected. 

Try to schedule two or three levels to play at one away location on the same day. 

These guidelines have been established by the Scheduling Committee and adopted by the B/W Blades Board of Directors.  Any complaints, comments, or criticism should be directed to the Grievance Committee. 

 

 

EQUIPMENT GUIDELINES

 

1.      HIGH SCHOOL, BANTAMS, GIRLS, PEE WEES, AND SQUIRTS are required to wear all protective equipment on the ice, including helmets.  Mouth guards are mandatory & are required to be attached to the helmet and must be colored. 

2.      Bring all equipment to the games or you will not play.  No extra equipment will be taken from the hockey building for out of town games. 

3.      Breezers and jerseys can be washed in cold water.  Remember to remove pads before washing.  Do not put jerseys in the dryer. 

4.      NO STICKERS ON HELMETS (No tape on helmets except for Mini-Mites or during tryouts)   

5.      Players are responsible for the cost of replacing any equipment lost or destroyed. 

6.      No player is permitted on the ice or in the box without a helmet at any time. 

8.      Helmets must have two straps (chin strap and face mask strap).

 

 

EQUIPMENT REQUIREMENTS

 

1.      Players will be required to wear the following equipment both during practice and in games (except as noted).

All personal equipment must be labeled with the player’s name.  Labeled equipment will be returned but unlabeled equipment will be retained by the Association.  Lost supplies and clothes will be put into a lost and found box.  

Please keep uniforms clean for games.  If tears occur, immediate mending is appreciated.  Do not put jerseys in a hot dryer. 

Game jerseys are not to be worn during practice or for everyday use, except to school during game days. 

 

EQUIPMENT

Pucks:

Each team starts with 25 practice and 10 game pucks.  No additional pucks will be given out.  If players lose them, they find them or go without. 

First Aid Kit:

Will have 2 rolls of tape, 2 mouth guards.  They are to be sold, not given away.  $1.50 for tape, and $2.00 for mouth guards.  If used, ask to have them replaced. 

Water Bottles:

Each team will have 4 water bottles for the team and 1 for the goalie. 

Equipment:

No extra equipment will be sent out with the teams.  Also, if equipment needs repairing, please see that equipment manager is notified so they can get it done.

 

TRANSPORTATION   

BUS:

The bus is for hockey players and their family, as long as space is available.  There will be a charge for players with a family maximum set per trip.  This policy applies to all players except High School. 

Busing to and from games for the High School players is mandatory. 

Ride Sharing:

The Association recognizes the importance of sharing rides to and from games.  Please remember the expense involved for the driver that is being so generous with their time and vehicle.  The Association suggests giving the driver $5.00 for mileage and also enclose $5.00 per meal for your skater.

Mini-Mites – Bantams

The team manager is the communication link between the coach and the parents.  Term runs form Nov. 1st – Nov. 1st

  1. Be at the arena early to assist players before a game.  See that the first aid kit is ready at all home games and take it with you to all away games.  See that the first aid kit is equipped with only first aid supplies. 

  2. You are to supervise cleaning of the teams locker room before leaving after games. 

  3. Call scores to proper contact when on road games and turn in league score sheets to proper officials. 

  4. Get people to run clock, penalty box, and keep book for games. 

  5. Bus for out-of-town games are available through the transportation coordinator. 

  6. Designated driver needs to follow check list in bus before departing the city. 

  7. Bus needs to be cleaned and prepared for next trip after returning. 

  8. Contact appropriate Association members or committee members when or if problems or questions arise. 

  9. Insure that all state and local association rules are carried out and adhered to. 

  10. Only players, coaches and team managers are allowed in locker rooms, players bench, and etc. unless asked to do so by the coach. 

  11.  “Remember” your duty is to help the team in any capacity that you can. 

  12. Make up roster for all parents on your team. 

  13. Have parent meetings.  Minimum one per month. 

  14. Take all birth certificates and registration forms with you to all games with parents signed permission form with their consent of treatment in case of injury. 

  15. Calling off practices or games should be a joint decision of the scheduler, coach, and team manager.  Team manager then notifies the callers of the cancellation.  During school hours you can contact the schools and ask them to make an announcement. 

  16. Get information for the newsletter to the public relations committee. 

  17. Make motel arrangements for out-of-town games for the team.  

 

 

HOCKEY VOCABULARY

 

Back Checks:  Attempts by forwards on their way back to the defending zone to regain the puck.

Boarding:  Violently forcing an opponent into the boards. (Illegal) 

Body Checking:  Using hip or shoulder to slow or stop an opponent with the puck. 

Breakaway:  The puck carrier getting in front of all opponents except the goalkeeper. 

Breakout:   When a team comes out of its defensive zone and starts up the ice towards opponent’s goal.

Charging:  Taking two or more strides or steps before checking an opponent. (Illegal) 

Cross Checking:  Hitting an opponent with both hands on the stick and no part of the stick is on the ice.  (Illegal) 

Drop Pass:  Puck carrier leaves the puck behind for a trailing teammate to pick it up. 

Fore Check:  Keeping opponents at their end on the rink while attempting to regain possession   of the puck. 

Freezing the Puck:  Holding the puck against the boards with stick or skates. 

Hat Trick:  Three goals scored by one player in one game. 

High-Sticking:  Caring stick above shoulder level.  (Illegal) 

Headmanning:  Passing the puck forward to a leading teammate. 

Interference:  Hindering or restraining a player not immediately involved in playing the puck.       (Illegal) 

Neutral Zone:  Center ice between attacking and defending areas.  

Penalty Box:  Area office at red line where penalized players serve “sentences”. 

Poke Check:  Stabbing at the puck with the blade of the stick to take it away from the puck        carrier.

Power Play:  While an opponent is shorthanded due to a penalty, the team with the manpower      advantage sends five men with the puck into the attacking zone. 

Slap Shot:  Bringing the stick back and quickly forward, slapping the puck ahead. 

Splitting Defense:  Man with puck goes between two defenders. 

Stick Handling:  Carrying the puck along the ice with the stick. 

Sweep Check:  Using the entire length of the stick while laying it flat on the ice in order to take the puck away from the carrier. 

Wrist Shot:  Flicking motion of the wrists to propel the puck off the blade.

 

   

POLICIES GOVERNING THE USE OF ALCOHOL, TOBACCO, AND CONTROLLED SUBSTANCES 

PHILOSOPHY 

While it is the goal of the school to provide opportunities for all students, it must be remembered that extra-curricular and co-curricular opportunities are special privileges, which are not required by law, exist only as a result of concern and generosity on the part of the district’s patrons and staff and are supported to a large extent by taxpayer dollars.  Student participants in activities have the opportunity, should they excel, to receive praise and recognition far exceeding that of most non-participants.  Many participants, especially the athletes, serve as role models to children of the community who aspire to someday participate in athletics or the arts.  Of equal importance is the fact that students in activities often represent the school, student body and community on not only a local but also a state and even national level.  Therefore the behavior of this group of individuals often reflects on the entire community. 

As a result of the aforementioned facts and circumstances, a special relationship of trust must exist between the student participants in co-curricular and extra-curricular activities and the school.  Subsequently the school in conjunction with the North Dakota High School Activities Association places eligibility requirements, many of which establish a standard of behavior while outside the school setting.

 

SECTION I

Prohibited Behaviors 

Students shall be subject to suspension from extra-curricular activities which include co-curricular activities for any/all of the following infractions:

  1. The use or possession of alcohol, tobacco or any controlled substance as defined by North Dakota law.

SECTION II

Period of Enforcement 

This policy shall be in effect 12 months per year, including those days and months when school and extra-curricular activities are not in session.  It shall go into effect for each student upon promotion from grade eight to grade nine.

SECTION III

Student Record of Violations 

Each student's record of violations of this policy shall be cumulative commencing with promotion from grade eight to grade nine and concluding upon his/her graduation or completion of any school sponsored activity extending beyond graduation, i.e. State Track Meet.  Each student's cumulative record of violations shall be filed and maintained in the office of the high school principal and shall be separate from the student’s academic file. 

SECTION IV

Penalty for Violation of Policy 

A student shall be suspended for a period of six (6) consecutive weeks from participation in any extra-curricular activities for the first offense during his/her high school career and a period of eighteen (18) weeks for any subsequent offense(s) if occurring within eighteen (18) months of the previous offense.  In the event the student has not violated said policy in the past 18-month period, the suspension for the subsequent offense shall be twelve (12) weeks. 

In the event the suspension is administered during a season when the student is not actively participating (i.e. summer-for all students, fall-for a student participating in track, etc.) the student’s suspension shall be extended to include a minimum of a two-week or two-contest suspension (whichever is more severe) from the student’s next activity.  “Next activity” shall be defined as the next activity in which the student begins practicing at the appropriate date and concludes at the end of the season (i.e. does not start and quit).  Should the student’s next activity not be until the following school year, the two-week or two-contest rule will be applied at that time.  Regardless of time frame or situation, it is the intent of this policy that any student in violation, shall be suspended for minimum of two events.

The head coach/advisor of each activity shall have the latitude to establish and administer penalties for violation of this policy that exceed those set forth in this section.  A coach/advisor choosing such an option must notify participants and their parents in writing of the more stringent penalties.

SECTION V

Procedures for Violation of Use of Alcohol, Tobacco, and Controlled Substances Policy 

  1. The school administrator (Superintendent, Principal, or Activities Director) shall immediately investigate any alleged violation of the alcohol, tobacco, and controlled substance rules of the North Dakota/Minnesota High School Activities Association and your public school system.

  1. If, through the course of the investigation, the administrator finds probable cause to believe that Section I of this policy has been violated, he/she shall give the student immediate notice of the suspension.  The period of suspension shall begin from the date and time that the administrator gives the notification to the student.

  1. The student shall have the right to a hearing within three school days during the school year and three week days during any time school is not in session i.e. Christmas vacation, summer vacation.

  1. During the period between notification and hearing, the suspension may be deferred for good cause shown.  However, if the suspension is not imposed and the student is found to be in violation of Section I of this policy, any interscholastic contest or activities participated in by that student after the initial hearing (investigation) will be forfeited and the suspension will start from the date that guilt was established.

  1. Such hearing shall be on notice and conducted by the administrator.  The student shall have the right to be present at the hearing and offer such testimony and other evidence the student deems material.  The student shall have the right to confront and question the person or persons who complained of such violation of Section I of this policy.

  1. If the student is not satisfied by the ruling of the hearing officer (administrator) the student shall have the right to have the ruling reviewed by the local School Board.

  1. The above interpretation includes a reported violation for use, possession, or sale of nonprescription anabolic steroids.

SECTION VI

Activities Affected by this Policy

Activities affected by this policy shall include athletic and co-curricular activities as listed in the student handbook.

SEXUAL HARASSMENT POLICY

I.      The Policy 

The B/W Blades Hockey Association is committed to providing a safe, positive learning and working environment for all workers and participants.  Therefore, sexual harassment is prohibited and will not be tolerated in any form.  No employee, adult representative or participant involved with B/W Blades activities shall be subjected to sexual harassment.

Sexual Harassment is recognized as a form of sex discrimination and thus a violation of the laws, which prohibit sex discrimination.  Under the Equal Employment Opportunity Commission (EEOC) guidelines which the BW Blades Hockey Association follows, an employer is held accountable if a player, adult representative, or employee is harassed by another player, adult representative, or employee, whether or not the employer is aware of the harassment or acts promptly to remedy the situation.  If a person is harassed by fellow workers or by non-employees, the employer is held accountable, if the employer knows or should have known of the harassment and fails to take immediate and appropriate corrective action.

If will be a violation of this policy for any employee, representative, or participant of the B/W Blades Hockey Association to harass another employee, representative, or participant through conduct or communications as defined by this policy. 

The B/W Blades Hockey Association board members and employee supervisors will make it clear to staff, parents and players that sexual harassment is prohibited by Board policy and is grounds for disciplinary action.  Supervisors will use staff meetings, board meetings, parent meetings and players meetings to inform all staff, adults and players involved with the B/W Blades Hockey Association activities of their rights and remedies under the law.

 

II.                Definition

Sexual harassment is defined as unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct or communication of a sexual nature when:

  1. Submission to such conduct is made either explicitly or implicitly a term or condition of a person’s employment or advancement or of a student’s participation in school programs of activities.

  2. Submissions to or rejection of such conduct by an employee or student is used as the basis for decisions affecting the employee or student.

  3. Such conduct has the purpose or effect of unreasonably interfering with an employee or student’s performance or creating an intimidating, hostile or offensive work or learning environment.

Sexual harassment, as defined above, may include, but is not limited to:

    • Sex oriented verbal “kidding”, abuse or harassment;
    • Pressure (subtle or otherwise) for sexual activity;
    • Repeated remarks to a person, with sexual or demeaning implications;
    • Unwelcome touching, such as patting, pinching, or constant brushing again another’s body;
    • Suggesting or demanding sexual involvement accompanied by implied or explicit threats concerning one’s grades, employment status, or similar personal concerns.

Non-sexual conduct, such as statements of hostility, rudeness, name-calling or actions, which intimidate another person, can be abusive and therefore will constitute harassment.  These actions are also prohibited.

 

III.             Procedures

Any person who believes he or she has been the victim of sexual harassment by any employee, players or individual involved with the B/W Blades Hockey Association should report the alleged acts immediately to a coach, parent representative, board member or supervisor.  Also, any third person with knowledge or belief that conduct, which may constitute sexual harassment, has occurred, should report the alleged acts to a coach, parent representative, board member or supervisor. 

Filing of a complaint or otherwise reporting sexual harassment will not reflect upon the individual’s employment status, future employment, work assignments, or standing as a team member. 

The right to confidentiality, both of the complainant and of the accused, will be respected consistent with the B/W Blades hockey Association’s legal obligations and with the necessity to investigate allegations of harassment and to take corrective action when this conduct has occurred.

Retaliation against anyone reporting or though to have reported sexual harassment behavior is prohibited.  Such retaliation shall be considered a serious violation of the policy regardless of whether a charge or informal complaint of sexual harassment is substantiated.  Encouraging others to retaliate also violates the policy.

 

IV.              Sanctions

A substantiated charge against a staff member under the B/W Blades Hockey Association’s employment will subject such staff member to disciplinary action, up to and including discharge. 

A substantiated charge against a player or adult involved in B/W Blades Hockey activities will subject the individual to disciplinary action, up to and including suspension of participation privileges. 

Notice of this policy will be circulated to all employees, players and individuals involved in the B/W Blades Hockey Association activities and in player handbooks.

Record of Student Concern About Sexual Harassment Conduct of Staff or Students

 

 Instructions

This form should be used only to identify a possible incident of sexual harassment.  It is designed to assist any staff member at a school site who may receive a complaint about sexual harassment from a student.  The student does not complete this form; the staff person to whom the student complains should complete it.  This form must be promptly forwarded to the site and central office personnel who are designated to receive complaints regarding sexual harassment.  DO NOT INTERVIEW THE STUDENT.  Use the appropriate category(ies) below to record the information volunteered by the student.

Sexual Harassment is defined in part as unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature when it creates an intimidating, hostile or offensive environment.
